Each secondary stat gets a row with your current value, the target, a progress bar and a tick at the target, so you see how far off you are, not just whether you're over or under.

| Over, fine | Above the target. Not a problem, the points could just be spent elsewhere |
The footer shows how many top players the numbers come from and when they were last updated.
In combat or in an instance
Blizzard restricts reading exact stat values in combat and in instances. When that happens the panel still shows your value and the bar, but can't give a verdict until the restriction lifts.
Where the targets come from
Warcraft Logs shows who the top players are: the top parsers on every raid boss and the top Mythic+ players in every dungeon. The Battle.net API then gives each one's exact stats and gear. Up to 20 players per spec and content type are used, refreshed as patches land.
